Hello kaamya

I currently use a company called dataflame for hosting my websites, there customer support is second to none and there servers are very reliable.
Prices vary depending on the type of service,
http://www.dataflame.co.uk/

As far as the template is concerned:
IF IT IS AN IMAGE
If the template is just an image you will need to load it into Photoshop and use the slice tool to cut up the various sections like buttons and menus and then export it as html, this will generate a html and css file which can then be edited by hand using something as simple as notepad which is explained below.
IF IT IS HTML FILE
If the template is already an HTML file then open it up with something like notepad and edit the various sections, if you have got Firefox installed ( http://www.mozilla.com/en-US ) then you can use their Firebug Plug-in ( https://addons.mozilla.org/en-US/firefox/addon/1843 ) to help you, Open up your page in Firefox and when you select the DOM inspector you just need to hover over the various sections on your page and in the panel at the bottom it will show you a snippet of the code that was used to create the highlighted selection, just makes it easier for you to find what you need to edit.

I hope this helps, if not then please feel free to contact me:

Kind Regards
Paul
