Community Info and Forum Site - Where to Start?

Hey, I want to create a community website for employees of a particular company I work for to help myself and co-workers share and find ways to do our jobs faster and better, and provide learning for new employees. My initial thought is two or three pages of instruction/notes and a message board. I'd like to set the website up to use Windows Live IDs. I'd like to do this with as much manual programming as possible so that I can control every aspect of the website and its database. I want to know about:
- What language/platform should I use? HTML, Java...?
- Using a database/creating a custom message board from scratch.
- Good resources to learn more about the above and any other topics you think I should be looking at.

The easiest for you would be to leverage the free or open source message board or forum software that comes with all the features you are looking for. For example, phpbb.com is a very popular one.

It may be an overkill to implement using java, maybe a php or other simpler scripting languages like asp may be quicker to implement for low volume sites. MySQL is a good choice for database.
Or you can also find web hosts that provide free forum hosting like phpbb as well.
